Of course links come in with different levels of power. I honestly believe the power is higher in popular sites, such as high PR sites. I've proven that links even from unrelated web pages can beat related backlinks given enough popularity. I've actually seen much more movement in the SERPs with the right non-related back links. Just from my experience. Results may vary. I think any back link is good, unless of course it comes from a “bad” website.
